RTPS Bihar, which stands for “Right to Public Services,” is a government initiative in Bihar aimed at providing citizens with access to public services skillfully and on time. This program was implemented through the Bihar Lok Seva Adhiniyam in 2011, with the goal of ensuring that citizens receive designated public services within a specified time limit.
Under the RTPS Act, various documents and certificates, such as birth and death certificates, caste certificates, and income certificates, are issued, along with services related to agriculture, education, health, and housing.
Additionally, the RTPS Act establishes a grievance redressal mechanism for citizens to report any issues or delays in obtaining public services.
The Bihar government has launched the RTPS Bihar Portal to provide convenience to the citizens of Bihar. Under the RTPS Bihar Portal, citizens can apply for caste, residential, and income certificates from the comfort of their homes.

Required documents to make a caste certificate
- To make a caste certificate, you need to provide proof of your identity.
- Acceptable identity cards include Aadhaar Card, Voter ID Card, and PAN Card.
- In addition to proof of identity, you also need to provide proof of your address.
- You can use documents like Aadhaar card, driving license, residential certificate, electricity bill, and rent slip as proof of address.

How to Apply Online Certificate
- Go to serviceonline.bihar.gov.in website.
- If you’re a new user, click on “Register Yourself” to create a Login ID and Password.
- Log in by selecting the desired service from the left menu of the website.
- Click on “Apply for Service” from the left menu and carefully fill in the application form. Upload a photo from your webcam or file browser, make necessary corrections, and save the draft.
- For verification, an OTP will be sent to your mobile number registered with your Aadhaar or you can upload any one of the 12 identity cards accepted by the Election Commission of India.
- Attach necessary annexures when required for a particular service.
- Carefully read the application form and annexure list and make necessary corrections.
- Download or print the Acknowledgment after submitting the application.
- After the certificate is created, it will be available in your inbox and can be downloaded or printed by logging in to the website.

How to Check the Status of RTPS Bihar Online Application:
To check the status of your RTPS Bihar application online, you will need an Application Reference Number.
Steps to Check the RTPS Bihar Application Status on Service Plus Bihar Portal:
- Go to the official website of Serviceonline.Bihar.Gov.In
- On the homepage, under the Citizen section on the right-hand side corner, click on the “View Application Status” link.
- A new page will open where you will have to select the relevant information, enter the required details and captcha, and then click on the “Submit” button.
- The status of your RTPS Bihar application will be displayed on the screen.
You can also check the Bihar RTPS application status through SMS:
- To check the status of your Income Certificate, Caste Certificate, and Residence Certificates through SMS, send an SMS with “RTPS” to 56060.
- People who don’t have internet access can easily get the delivery date information through SMS on their mobile.
RTPS Services Types
The RTPS Services consist of four departments that provide different certificates and services to the citizens of Bihar. These departments are:
- General Administration Department: This department provides certificates such as Residential Certificate, Caste Certificate, Income Certificate, NCL Certificate (Govt. of Bihar), Non-Creamy Layer Certificate (For the purpose of Govt. of India), Income & Asset Certificates for Economically Weaker Sections.
- Planning & Development Department: This department is responsible for issuing birth and Death certificates.
- Labour Resources Department: This department deals with the Application for Bihar State Non-Resident Labour Accident Compensation Scheme.
- Home Department: This department provides Character Certificate.
